Early 1998 was about when the fit hit the shan and the US government acknowledged that the IRS wasn't being a good little boy. The IRS then needed to remake it's image. They solicited for independent contractors to help with their "modernization". G&SR saw this as a great opportunity to make e-gold known to, and used by, a vast number of people. They submitted a bid of allowing people to pay their taxes, or receive refunds, electronically and instantly. Obviously the IRS wasn't too keen on the idea, or e-gold would have a much larger user base right now.
