PGPtools is one of the components of PGP (Pretty Good Privacy) encryption
package. While PGPmenu is likely used most by those encrypting email, the
PGPtools component can be used to encrypt files of all type on the desktop.

For that matter, so can PGPmenu, though it acts as a menu bar app.
