Allen,

It bounces mail as though it was undeliverable.  This is an anti-spam thing.
The theory goes that if you get some spam, you can bounce it and that will
make your email address appear invalid, and hopefully get you removed from
that spammer's list.

I don't know the particulars of how it works or what it does with the
headers etc.
