I agree with your logic -- longer rests need a restatement of the dynamic to remove any doubt. Especially in amateur performance groups where the dynamics of the other parts still playing may change some during the rest even though the music doesn't ask for it. So make things clear and restate the dynamic.

Shorter rests (one measure or shorter) shouldn't need the dynamic to be restated.
