If you want to set ac_cv_func_clock_getttime, you can try doing that in 
guile20’s CompileScript by changing

../configure %c

to

ac_cv_func_clock_gettime=no ../configure %c

(no guarantees that it works—I haven’t had a chance to try it on Sierra).
