I think PowerSDR will do sample rate conversion for all of the rates that
it supports (48/96/192k).  If the file was recorded at 44100 or some
multiple, or some lower rate, it may not tackle the resampling.  You might
try opening the file in Audacity (free mp3/wav editor) and save the file at
48kHz (or 192 if that is what you are using) and see if that solves the
problem.
