It is also not yet supported in FOP 0.9x, although there are some workarounds. In both versions you can use a PDF post-processor[2] (e.g., iText) to manipulate the PDF outputted by FOP. In the case of the fop-0.94, fop-0.95x & fop-TRUNK branch (the currently developed branch of FOP), you can use the FOP Embedded PDF plugin[2]. I hope this helps!
