Configuring location of user.gen

Hi,
I had a couple of qs:

(a) I would like to change the location of user.gen from the default
value (under .\res) to something else. I changed the following value in
the configuration xml but it did not take effect:
    <user-manager>
        ...
        <prop-file><new value></prop-file>
    </user-manager>

Am I missing something?
Or is that not configureable?

(b) What encryption mechanism is used to encrypt the pwd?
