Your entire problem is because FVWM doesn't listen to the
XRefreshKeyboardMapping properly.  Doing so is problematic for key
bindings, which is why in the past I've always rejected such a patch
as being too cumbersome.

I do have a patch for this though.  Perhaps in the New Year I'll look in to it.
