I know your question is about reducing the OS9 system folder, but I have to recommend Monolingual for getting rid of the unnecessary (for most of us) language files in a whole host of OS X applications

And I hope when you installed Tiger you reviewed the printer drivers and installed only those you had a good chance of needing! Some of the driver sets are huge. (They're stored in /Library/Printers.)
