If the Turkish file is just out of sync, open it and transform the positions (Tools menu / Transform Positions) using times from equivalent subtitles in the Spanish file.

If the Turkish file is more than just out of sync, i.e. the times are just incorrect, then try opening first the Spanish file and then opening the Turkish file as a translation. In the "Open Translation File" dialog try the two different align methods -- use "Subtitle number" if both subtitle files have the same amount of subtitles with the same content or "Subtitle position" if the amount of subtitles might vary, but both files have roughly equivalent times.
