Gump as a TLP

TLP = top level project

Given that Gump has a website as:

    jakarta.apache.rog/gump

Given that Gump is listed in the side nav on the Jakarta site.

I think that it should also live in its own CVS tree as jakarta-gump instead
of hidden as a 'proposal' in the Jakarta alexandria project.
