[gentoo-alt] pax-utils-0.1.18 mission from dists

Hello all, 

I'm bootstrapping my environment and it looks like pax-utils-0.1.19 is hard 
masked and 0.1.18 is not available on any portage mirrors.  :(  It looks like 
there's a patch in portage to work around 70165 of 0.1.19, but I'm still seeing 
a linker error on missing strndup.
