Similarly tangentially but importantly, I'd raise the question of
whether the GEF is the best mechanism. I consider that a research
question and have not come to conclusions one way or the other.
However, because of its connection to the World Bank, the GEF is the
object of some mistrust. I found that in my research among Brazilian
climate decision-makers, as did Joyeeta Gupta in her study, published
in 1995 ("The Global Environmental Facility in its North-South
context", Environmental Politics 4(1): 19-43). In the case of
Brazilian decision-makers I interviewed, they perceived "Northern"
(mainly US) countries to use research to serve their interests, and
this may have underpinned some of the Brazilian government's past
resistance to GEF calls for adaptation and vulnerability studies.
