Hi everyone, Lynn Wagner and I are organizing a panel on the institutional design of MEAs, and more specifically on how institutional design choices affect MEA implementation. If you are interested in submitting a paper as part of this panel, please contact Lynn or I by May 28th (contact info below). Here is a draft of the panel proposal: Tentative Title: Implementation surprises: how MEA institutional design plays out in practice As many multilateral environmental agreements (MEAs) are entering into the implementation phase, we now have an opportunity to examine how institutional design choices have impacted their implementation. How have convention Secretariats and other actors impacted the application of what are often carefully negotiated institutional provisions? Have these interpretations achieved the desired goals? What can we learn about institutional design and institutional effectiveness from these cases? How might lessons learned be applied to ongoing negotiations for new instruments (such as the post-Kyoto agreement or a mercury regime)?
