The National Human Rights Commission (NHRC) has sought comments from the Union Defence Secretary over the killing of three civilians in Kupwara district of Jammu and Kashmir.

Taking suo-motu cognizance of a newspaper report, which said that three civilians were mistakenly killed by Army personnel in Kupwara, the Commission observed that if news item were true, it raised a serious matter of violation of human rights of citizens.

The Commission has directed that a copy of the newspaper report be sent to the Defence Secretary, Government of India, for his comments within two weeks.

The report, published on August 13, stated that two villagers, Ghulam Mohiuddin Tantray and Rubina, had gone to a jungle near their homes in a group of around 13 persons to fetch firewood.

As the group was moving towards the jungle, a team of the 33 Rashtriya Rifles, led by Captain S Srivastava, opened fire and the two persons died on the spot.

According to the report, the Army called it a case of mistaken identity. It stated that defence spokesman Col Hemant Juneja conveyed Army's regret over the killing and said adequate compensation will be given to the family of the deceased.

It also mentioned that in another incident, a civilian was killed by a stray bullet in Bugam village of the same district. (PTI)
