possible to establish Adloyada

Dear Group,

I would like to establish "Adloyada". Although it is a carnival, would it be 
treated as a festival and thus established in the LC/NAF? I looked under Mardi 
Gras as an example and it exists as a cross-reference to Carnival in the LCSH. 
Any suggestions on how I should proceed would be greatly appreciated.
