Rachel, A search on the Hebrew title (without sefer) in OCLC yields 3 JNUL records for Selihot in manuscript. All of the records are extensively notated, and record # 232874166 has a 500 explaining that these are the first words of a Sephardic piyut in Aramaic, and very kindly supplies 3 sources with more information about the piyut, including Davidson, Otsar, # 927, which I assume refers to Otsar ha-shirah veha-piyut. I’m sorry I don’t have these sources immediately accessible but hopefully this information will help you figure out how to romanize the title.
