I think there are a few issues here. Even if you are using the standard
Romanization from the piece, your 670 for the JNUL heading represents the
Israeli authorized form including the date. I would bet that entire string
including date is NOT found on the piece. So, IMO the two 670's contain
different information:
1st 670: form found on t.p. or other chief source in Hebrew script and
romanized; other forms found in piece in Hebrew script and Romanized per
instructions in LC FAQ.
2nd 670: JNUL Hebrew script authorized heading, including dates and
qualifiers; Romanization of JNUL authorized heading (that we catalogers
supply), including Romanized qualifiers and dates. This situation is not
covered in the LC FAQ.
Are there other bib records that OCLC loaded that contain only original scripts
without parallel 880's? The 2nd 670 situation would be a factor for those as
well.

We never put brackets around standard romanizations, because it's
understood that they are NEVER (well, 00.0001% of the time perhaps they
are) found in the item--and in this case, the standard romanization is
not found either in the source you are citing, i.e., the JNUL record.
However, if the standard romanization that you would be putting to
match the JNUL heading is the same as the standard romanization that you
already put in the 670 for the item from which the name is being
established, you needn't repeat it.

bib record, not the found heading on the piece. I think it might be
worth considering putting the Romanized heading in square brackets since
it doesn't appear in the heading in the bib record to you are citing.
So I am proposing:
(hdg.: שריג, יהודית, 1954- = [Sarig, Yehudit, 1954-])
Is that overkill?

Not sure I understand what you mean. The cataloger creating or
updating
the NAR always supplies the standard romanization regardless of
whether
there is romanization in the item--or someone else's record for the
item.
