According to the FAQ you are only not allowed to add non-roman script
references to NARs that are have not yet been touched by the OCLC prepopulation
project so I am sure that you can add a reference in Latin script

I have an author that needs an added 4xx (in rom.)

The problem is that he might get an added Hebrew script 4xx by OCLC (not done
yet)

May I add the 4xx (in rom.) or should I wait till OCLC is done with the
prepopulation projects of NARs?
