The placement of the diacritic for `ayin won't create an impediment to 
searchers, since diacritics are disregarded in searching, but the issue with 
the "he" would create one.
I feel that if a patah genuvah is found in the first five words of the title, 
on the 245 it would be romanized according to LC practice, but a 246 30 should 
be added with the "he" romanized where most people would accept it, e.g., 
"gavoah."
