Upon the completion of a future project to implement the new version of the NACO Normalization rules (http://www.loc.gov/catdir/pcc/archive/PCCNormalization_Final.pdf), the attempt to control a non-Latin heading that matches a 4xx reference in an authority record would result in the replacement of the non-Latin script heading in the bibliographic record to the authorized 1xx form from the authority record. Please note, this assumes that the non-Latin heading is not a linked field in a bibliographic record, in which case only the Romanized form is a candidate for controlling.
