For those who want to follow LC, please cf. p. 33 of *Hebraica
Cataloging*:

Names of the Divinity.  Those abbreviations representing the
Tetragrammaton are romanized visually:  

Y.
D.
H.

This is not an exception to the principle of romanizing abbreviations
on the basis of meaning since single character initialisms ... follow a
one-for-one substitution principle so far as possible within the
framework of the ALA/LC romanization table.  When an abbreviation for
the Divine Name appears in one of the first five words of a
bibliographic title (cf. LCRI 21.30J) it may be necessary to make more
than one additional title added entry since the pronunciation and hence,
the roman spelling of the Name, when given in full, may vary with
differing interpretations or frames of reference.

If "H." appears in a title, we so record it in the 245, and supply (at
least) a 246 using "Adonai."

I think the verse is actually 102:2.  As was pointed out (off-list) by
another member of this list, the tetragramaton should be romanized as
"Adonai," not as "H."  (Please correct me if that is wrong.)
