Subject: H-Net* Police And Rape Cases

                                                 Police And Rape Cases

It is worrying to note that 4 out of 5 rape cases would not make it to
court. What is happening? Do the victims prefer to suffer in silence whilst
the rapist(s) got scot
free? Or is our legal at fault that many victims would rather stay out of
court?

I went back home a few days before the election only to hear of a rape that
took place in my kampong. The girl was in her teens (still a minor) and the
rapists were
from a neighbouring kampong. One of the rapists was her boyfriend but that
did not justify his and his friends' barbaric action.

A police report was made but the attitude of the police officer(s) apalled
me. He or they suggested that it is easier for the family to marry
her off to the rapist (the boyfriend). Investigating would take a lot of
time and to make it easier for the family and, I suspect, the police.
But the father went on to make the report but investigation seems to be at a
stand still.

Thus, I am not really surprised that rape cases are on the rise. Though this
is only one case but if this is the attitude, the way that the
police handle a rape case, it is no wonder that most victims would rather
stay away from courts. And away from the long, drawn-out
legal procedures. There have have been cases where the victim has to defend
herself instead of the perpetrator. A good example would
be the Norhayati-Rahim case (which is now a comedy of errors).
