Maxym, I saw the comments in the file you mentioned. As far as I could see there never was a Ukrainan translation (at least, it never made it to CVS or the i18n mailing list). Of course a new translation would be more than welcome!
If you would like to add a new language, please follow the instructions in the manual at http://doc.otrs.org/developer/2.4/en/html/x807.html - basically, the skeleton file would be a fully translated other language, such as German... It's just a preparation for future or translation was deleted for some reason? If I should start a Ukrainian translation is there any skeleton file or generator for it?
