Linux 2.2.1 doesn't power down system

I have an Inspiron 3200 and have just upgraded from kernel 2.0.36 to 2.2.1
and everything seems to work fine apart from one thing.  Linux will not
power down the computer on a system halt.  I have enabled the option in the
kernel and have chosen exactly the same APM options as for 2.0.36.  It
worked fine in 2.0.36.  Does anyone know how to fix this?
