Correct. It's software that captures streamed audio without going through your sound card -- allows you to capture multiple streams or programs simultaneously.
Back before Flash-based players and downloadable podcasts, this was particularly handy software. I still use it especially for capturing live streams at specific times. To get around international access restrictions you'd need to use a proxy server located in the UK. Folks who want to listen to some USA-based commercial stations find they have to do this if they're not in the USA.
