[VOTE] New Commons Committer

I would like to propose Martin Cooper <[EMAIL PROTECTED]> as a
committer in the Commons project.  Martin is a committer on Struts, and
wants to be able to coordinate the changes on code that have moved from
Struts 1.0 into Commons (Beanutils, Digester, ...).
