[VOTE] Making Cactus a top-level Jakarta project

Hi commons/cactus committers,

I'd like to have your vote to decide if we wish to make Catus a top-level
Jakarta project (It won't be named Commons Cactus anymore but Jakarta
Cactus, same as Jakarta Tomcat, how does that sound ? :-) ). If we agree on
this, we will then submit that proposition to the PMC to have their
"blessing".
