It depends on the wording of the item. For example, if you tick an item 
that says "Disable debugging", then debugging is disabled. If you tick 
an item that says "Enable HTTP 1.1", then HTTP 1.1 is enabled. If it's 
not explicitly negative, it's probably positive and you're enabling it.
