browse-url bug fix

I saw that someone was looking for a bug fix to browse-url for
running JDE in Xemacs on a Windows machine.

I have found 1 bug so far in running javahelp.doc

It is in the browse-url.elc (not .el) file.
The w32-shell-execute command should read mswindows-shell-execute
