What happens if you trim your .emacs down to
(require 'jde)
and you invoke emacs like this:
EMACSLOADPATH="/path1/emacs-21.3/lisp:/path2/site-lisp emacs
where path1 is to the top of your emacs installation directory and path2
is to the top of your site-lisp directory?
