Foreign delegates' greetings to Ninth Party Congress

The Ninth National Congress of the Communist Party of Vietnam (CPV) will
help the Vietnamese people gain greater achievements, said Lao Party leader,
Khamtay Siphandon. 

Mr Khamtay Siphandon, who is chairman of the Lao People's Revolutionary
Party (LPRP) and head of the Lao delegation to the CPV's Ninth Congress,
expressed his confidence in the clear-sighted leadership of the CPV in the
new stage in Hanoi on April 19.

He said: "With close fraternal comradely sentiments, we believe that the
Resolution of the CPV's Ninth Congress will give light to the Vietnamese
people to gain more achievements in the cause of building a prosperous
people, a strong country and an equitable, democratic and civilised
society." 

Mr Khamtay Siphandon further said that the Vietnamese people have, under the
leadership of the CPV, united as one, upheld the spirit of patriotism,
independence and sovereignty, and overcome all difficulties and trials to
carry out the Resolution of the CPV's Eighth Congress to obtain many
important, basic and great achievements, thus creating a new position and
strength for the country to develop in the following period. He noted with
pleasure that Vietnam's economy has rapidly developed and the people's
living conditions have been constantly improved. In addition, the country
has maintained its stable political system while expanding international
co-operative ties, thus helping raise Vietnam's role and prestige in the
international arena.

He spoke highly of Vietnam's achievements, saying that they reflected the
CPV's correct and clear-sighted renovation policy and affirmed the great and
vivid potential of the socialist regime in the renovation conditions. These
achievements are valuable experiences for less-developed countries in
selecting the way to prosperity in the current circumstances, he added.

"The Lao Party, State and people consider your great achievements and
victories as a strong
encouragement to us and a firm confidence in our revolutionary cause. We
warmly welcome those successes," Mr Khamtay Siphandon said.

He continued: "The Party and people of Laos deeply understand and are very
proud of having shared joy, sorrow and sacrifice with the Party and people
of Vietnam during the historic struggle for national salvation as well as in
the national defence, construction and development. We have stood side by
side in creating a great friendship and special solidarity between Laos and
Vietnam, a faithful, transparent, exemplary and rare relationship in current
international relations.

"On this significant occasion and on behalf of the Party, the government and
people of Laos, I express our profound gratitude to the Vietnamese Party,
State and people for their great, valuable and effective assistance to our
Lao people in the past struggle for national liberation as well as in the
present national defence, construction and development."

Mr Khamtay Siphandon expressed strong support for CPV General Secretary Le
Kha Phieu's saying at the LPRP's Seventh Congress that "the Vietnam-Laos
special friendship, solidarity and comprehensive co-operation which have
been fostered by President Ho Chi Minh, President Kaysone Phomvihane and
other revolutionary generations and tempered in the two nations' long-term
revolutions have become an exemplary, faithful and transparent international
relationship and an invaluable asset of the two peoples."

"The Party, the State and people of Laos will, together with the fraternal
Party, State and people of Vietnam, do their utmost to protect, consolidate
and make the Laos-Vietnam special friendship, solidarity and comprehensive
co-operation ever durable and effective in all fields in the interest and
aspiration of the two peoples, thus contributing to creating peace,
stability, co-operation and development in the region and the world," Mr
Khamtay Siphandon said.

The China-Vietnam friendship is a precious treasure of the communists and
all peoples of the two countries.

So said member of the Standing Board of the Communist Party of China Central
Committee's Politburo Hu Jintao in his speech at of the Ninth National
Congress of the Communist Party of Vietnam (CPV).

Mr Hu, also deputy president of the People's Republic of China, told the
opening session of the congress in Hanoi yesterday, April 19, that the Ninth
CPV Congress takes place at a time of historical importance, the beginning
of a new century. It is a congress of great importance and profound
significance for a healthy and favourable development of socialism,
stability and prosperity of Vietnam.

He said the Communist Party of China believes that the congress will be one
of wisdom, unity and victory. Under the leadership of the CPV Central
Committee and in the light of the principle defined by the Ninth Congress of
the CPV, the entire CPV members and people of Vietnam will be of the same
mind to strive for successfully implementing the strategic objectives set by
the Ninth Congress to turn Vietnam into a socialist industrialised nation
towards to the goal of a prosperous people, a strong country and an
equitable, democratic and civilised society.

The Chinese Party official went on to say that China and Vietnam are two
neighbours, linked by mountains and rivers. The people of the two countries
have maintained a time-honoured friendship. In the past struggle for
national independence and liberation, the two Parties and people of China
and Vietnam provided mutual assistance and were side by side to write
glorious pages of friendship. China notes with pleasure that since the
normalisation of Sino-Vietnamese relations, high-ranking leaders of the two
Parties and governments have paid frequent visits to the other country.
Bilateral exchange and co-operation in political, economic, military,
scientific and technological and cultural fields have been unceasingly
expanded and deepened.

Mr Hu said that particularly, pursuing the principle of "neighbourly
friendship, comprehensive co-operation, long-lasting stability and future
orientation" defined by the general secretaries of the two Parties, the
relationship between the two Parties and governments of China and Vietnam
have seen new important steps of development. The two countries signed the
Land Border Treaty, the Agreement on Bac Bo (Tonkin) Gulf Demarcation and
the Agreement on Fisheries Co-operation. The signing of those accords, the
Chinese official added, completely conforms to the long-lasting interests of
the two countries and the aspiration of the two peoples.

The two Parties and governments have exchanged experiences in Party and
State management. Bilateral trade ties have been taken to a new height while
profound progress has been made in the exchange of friendship activities
between the two peoples, especially between the young generations. All these
achievements have established a firm foundation and created a strength and
favourable conditions for the promotion of neighbourly friendship and
comprehensive co-operation between the two countries.

China and Vietnam are socialist nations led by the Communist Parties, Mr Hu
said, adding "We, therefore, share a common belief, ideal and tasks". In a
complicated international situation with many upheavals, the two countries
are faced with both golden opportunities as well as severe challenges. China
believes that seizing opportunities, coping with challenges and promoting
co-operation for mutual development is the common voice from the hearts of
the two peoples. 

Mr Hu noted the Party and government of China highly treasure the
Sino-Vietnamese traditional friendship, attaching great importance to
developing solidarity, friendly and co-operative ties with Vietnam. China
holds that the two Parties and countries should promote bilateral
co-operation not only in the interest of socialism development, prosperity
and social progress in each country but also for promoting peace in Asia and
the world and humankind's progress.

"We pledge to join efforts with our Vietnamese comrades to better the
relationship between the two Parties of China and Vietnam on the basis of
independence, sovereignty, full equality, respect for each other and
non-interference in each other's internal affairs, thus taking the
traditional friendship between China and Vietnam to a new height of
development, opening a better future for bilateral relations between the two
Parties and countries in the 21st century," Mr Hu Jintao said in conclusion.

Vietnam's achievements are valuable lessons for the Cambodian People's Party
(CPP), said CPP Chairman Chea Sim at the Ninth Congress of the CPV in Hanoi
yesterday: 

The CPP chairman stressed that the achievements were a great pride of the
CPV which was founded and trained by outstanding President Ho Chi Minh and
which has pursued a correct, suitable policy; fought bravely for the
independence and freedom of the fatherland and for the happiness of the
people; and received active support from the people. He said these
achievements are valuable lessons for the CPP.

"The CPP appreciates the congress ideology of promoting the national
strength, continuing with the renovation process, and successfully carrying
out the cause of industrialisation and modernisation for a prosperous
people, a strong country and an equitable, democratic and civilised society.
We wish the CPV and the fraternal Vietnamese people success in implementing
this congress resolution to bring about a better future for the Vietnamese
fatherland and people."

Mr Chea Sim went on to say: "The CPP and the CPV have long established
relations; the people of the two countries have shared joy and sorrow
together, supported and assisted each other in gaining victory after victory
in the struggle for national independence and in national construction and
defence. 

The CPP highly values and is very proud of the fine neighbourly friendship
and co-operation and tradition between the two countries, which have been
firmly strengthened for the benefits of the two peoples and for peace,
stability and co-operation in the region and the world. Once again, we would
like to express our determination to consolidate and develop these fine
traditional relations in conformity with the Joint Cambodia-Vietnam
Statement signed in Phnom Penh on June 10, 1999 during the visit to the
Kingdom of Cambodia by Party General Secretary Le Kha Phieu at the
invitation of King and Queen Norodom Sihanouk.

"The CPP persists in the stance of promoting friendly relations with all
countries, first of all fraternal neighbours, on the principle of equality
and respect for each other's independence, sovereignty and territorial
integrity. We shall allow no opposition force to use Cambodia's territory
for conducting subversive activities against other countries.

"On behalf of the CPP, I would like to convey our most profound gratitude to
the Party, the State and the people of Vietnam as well as all friends, near
or far geographically, for having granted valuable spiritual and material
assistance and even made great sacrifices for the cause of saving the
Cambodian people and for peace, national reconciliation, democracy and
development in our country."

The Vietnamese people's glorious victories have been won only with the
confidence and great unity of the people around the Communist Party of
Vietnam (CPV), said Cuban Party official Jorge Luis Sierra Cruz.

Jorge Luis Sierra Cruz, who is a Politburo member of the Cuban Communist
Party (CCP) Central Committee and head of the Cuban delegation to the CPV's
Ninth National Congress, expressed his high appreciation of the Vietnamese
people's victories at the congress' opening session in Hanoi on April 19.

He said: "These victories demonstrated to the world the true value of
socialism and realistic value of Ho Chi Minh Thought in national reality and
once again affirmed the existence of the only one Party which is able to
protect and maintain the revolutionary gains, sovereignty and freedom.

"Vietnam has gained innumerable successes over the last century,
particularly the founding of the Communist Party of Vietnam, the declaration
of national independence and national re-unification."

"At present, Vietnam is conducting a great cause of renovation for national
industrialisation and modernisation. The above-said victories and other
successes have made this heroic people a great people," the Cuban Party
official noted. 

He went on: "This historic congress will adopt Resolution to continue with
the building of a modern and industrialised Vietnam. The hard struggle you
are waging will come to success with a Party that is stronger and
well-organised and has closer contact with the people. We are confident that
you will achieve all your objectives.

"There is every reason to believe so. Nothing can prevent the Vietnamese
people who have experienced the hard time of an unjust war that claimed
about four million lives before the national reunification. Then, in
unfavourable conditions, the Vietnamese people have engaged in building this
beautiful country so as to link their millennial history with the present
progress and turn it into an immortal heritage for the young generations.

"Today, Vietnam occupies a salient position on the international arena.
Vietnam's position in Asia and its foreign policy to befriend all countries
are an evidence of its continuous development when all internal forces unite
as one to march forward.

"The cause you have initiated will not stop as it is being conducted with
love, will and also zeal in order to bring prosperity, happiness and
civilisation to the entire people. We always share the cause with you
because we consider each of Vietnam's achievements as our own.

"During the past revolutionary years, we have always received the hand of
friendship extended by the close fraternal Vietnamese people. We will never
forget the wholehearted support and solidarity given by the Vietnamese
people, and the Cuban people will bear in mind forever that sentiment.

"Both the Cuban and Vietnamese peoples will always be brothers in our
struggles and nothing can divide us because, in any circumstances, we all
know how to overcome difficulties and fight invasions to defend our
sovereignty and independence as well as the right to decide our own destiny.

"Cuba and Vietnam will know how to defend, at any necessary costs, the
internal unity among our Communist Parties and our unswerving determination
to build socialism.

"We are deeply grateful for being side by side with you at this congress of
great historic significance. Again, we wish the heroic Vietnamese Party and
people still greater successes, and through them we have learned much and
will learn more. We will leave your country with a firm confidence that you
will continue to translate Uncle Ho's dream into reality.

We rejoice at the achievements the CPV and the Vietnamese people have made
over recent year and we welcome these achievements, said Korean Labour Party
chief delegate Choe Tae-bok, who is a Politburo alternate member, secretary
of the Central Committee, and chairman of the National Assembly of the
Democratic People's Republic of Korea (DPRK) yesterday, April 19, at the
Ninth CPV Congress.

He said: "The CPV's Ninth National Representatives Congress will summarise
the Vietnamese people's achievements in their cause of revolution and
construction over the past years, and at the same time it will open up an
important landmark to increase the CPV's strength and implement the course
of national modernisation.

"We believe that the congress which draws keen interest and great
expectation from the Vietnamese people, will be a congress of historic
significance in strengthening and developing the CPV as well as advancing
Vietnam towards socialism.

"The CPV is a Party that was founded by beloved President Ho Chi Minh,
tempered and tested in the struggle against imperialism for national
liberation and the prolonged anti-US resistance war.

"Over recent years, the fraternal Vietnamese people, who have closely united
around the Communist Party headed by General Secretary Le Kha Phieu, have
recorded many achievements while implementing the resolutions adopted by the
Eighth National Party congress.

"At present, the CPV is striving to raise its leading role and capacity,

smashed all attempts of imperialism and its henchmen to provoke incidents
against socialism. 

"Socialism in Vietnam is the outcome of the revolution led by the Communist

Vietnamese Party and people for their support to and solidarity with our
people's cause. 

"The friendship between the Parties and peoples of the DPRK and Vietnam is a
