lftp doesn't set perms in mirror mode when the file is present in local.

Hello all,

I think I found a bug that in mirror mode, if a file is present in local,
say, A with permission 644. The remote server has a some file but with perm
755. lftp won't correct A's permission. Even with --perms parameter. I think
it's a bug.
