pget continue

Hello!

Please make an option or flag to "pget -c" that if the file is already
downloaded (completed) it will not download it again.

I have often downloaded large files with pget -c, then when it finished
downloading i accidentally run the previous pget command again...
Ofcourse if i used the normal "get -c" it will do no harm, but "pget -c"
will happily "redownload" your file... i think this should not happen by
default :(
