Preferably at the top and bottom, and no ton the side. Putting the
navigation bar on the side means that the whole page is a table. Therefore
netscape 4 won't show the page until it is completely downloaded (and
other browsers will render it more slowly).

And just to elaborate on "frames is evil":

BTW: does apache on vipe support MultiViews ? This allows automatic
language selection (a seperate page for a hebrew browser, and a default
page for an "en" browser and all others).
