Since the invention of the nroff manual pages, oh, 25 years or so ago,
Unix developers had quite enough time to fix their bugs, so most manual
pages have no bugs to list in the BUGS section. So most manual pages
include in this section instructions on how to report bugs. Some try
to imply that there are none (or that there are always some), like the
one you showed and also (on my redhat 7.2 machine, just some stuff I
found in a few minutes of random man'ing):

Probably. See ":help todo" for a list of known problems.
tune2fs(8):

We haven't found any bugs yet. That doesn't mean there
aren't any...
