You are correct. However, a change in the partition table *after* lilo / grub were installed, will result, especially for a newbie, in a complete kernel-panic (no root fs). It will also mean that mount points will change. As you know, with the later lilo versions, and the later grub, you can boot Linux fron any partition, without being limited to the first 1024 sectors of the disk. Most people today (especially newbies) install windows on the 1st (and sometimes use "D:" in the 2nd) partitions, and Linux at the end of the disk, aka - any change will result in complete Linux recoverable death.
