When you reencode MP3s, you will get twice the artefacts. But
that's the same with Ogg. :o(
The problem can be avoided, though:
* When you burn an audio CD from MP3s or Oggs, create a data
track containing the original compressed files. This way,
there will be no need to reencode the tracks, later.
* Also, when you borrow a CD, do not just make Oggs from it,
but also keep a 1:1 copy. Keep in mind that Ogg is not a
replacement for CDDA but a way to reduce data.
