Last time I've checked about the Hebrew status I was referred to this page: http://maemo.org/maemowiki/HowToRTL
I've read on the page you mention bellow that you copy the culmus fonts from elsewhere. Why not just to install it? See http://armel-debs.applieddata.net/debian/ for an archive for armel machines. If there are any problems with installing the Hebrew packages on that machine, I'll be happy to fix them or supply workaround packages.
