Take a look at webmin. Can you tell me that a frame across the top with
a series of tabs would not be an improvement?

I used to be in the anti-frame brigade. When I had a working
alternative to webexplorer I figured the technology had become usable
to the masses, even important minorities.

There are sites that use frames badly, but they can be used well too. A
frame across the top of the page can be used to keep navigation aids
on-screen. I think that's a good thing.
