Based on my discussions with SuSE, the charge is per real CPU, not virtual ones, so running many virtual images under VM would be no more expensive than running one image in an LPAR with the same number of CPUs. The idea behind their pricing strategy was to be more like "traditional" mainframe software vendors' pricing. The pricing for z/VM is (conceptually) identical to this: A one-time per-engine charge for the software, and a recurring annual maintenance fee per-engine.
