Well I am allowing for any and all possibilities, with a general
emphasis on Gundam-like background.  So take pre-OYW UC if you like,
or pre-war Cosmic Era, so however the system of government works in
Zeon Republic (not Duchy) and Earth Federation, or PLANT and Earth
Alliance, we can use them as models.

Sure if you like to limit to a small number of explanations or
processes how the Coords come to dominate positions of power, be my
guest.  The point is, however it works, whether it works like a
Western democracy, the Vatican, the Communist party or LA drug gangs. 
The definition of a MR is that their members are inherently more
adapted than the LR to rise to the most competitive, most desired
positions.

I wasn't asking HOW the Coords rise to the top, but once they got
there, what would the Naturals think, say or do?  Let's take your
scenarios:

1. The Coords have somehow grown from a few individuals (test tube
babies?) to outnumber the Naturals, so their candidates win the
elections.

2. The Naturals don't care enough to put their candidates all the way
to the top.

(I can think of a great many other possibilities, but let's stick with yours)

So would the Naturals be all content and go, "well c'est la vie!"  If
not, what would they do?  (I am hugely tempted to point to certain
groups of real world writers, commentators and comedians; but I'm
desperately trying to delay real world to Part III)

Well if you remember various posts by me, you know that I think IQ is
a few orders less respectable and real than fenshui and alchemy.  So
let's just leave the IQ out.

Anyhow, if the MR and the genetic engineering doesn't give one side a
clear and comprehensive advantages in your "assortment of somewhat
nebulous qualities", then the MR isn't really worth a lot of beans is
it?  In fact if the MR doesn't dominate the economic and political
arenas, then we simply fall back into the Gundam X ending, declare
that Newtype/MR is an illusion and fantasy, end of discussion.
