[WSG] character encodings and xml

Does anyone here know any good tricks to automatically determine the 
character encoding when it is not known?

I deal with a lot of real-world user-entered data and am sick of seeing xml 
errors about entities

(I often find I have to strip out anything that isn't ASCII but would prefer 
a better solution)
