[bincimap] Notice about list shutdown

Notice to users of the [EMAIL PROTECTED] mailing list.

On November 1st, this list will no longer work. There are three new lists 
that replace this list, and further queries must be sent there.

The three lists are already active, and most users have subscribed to
at least one of them.

Note that messages to this mailing list will bounce from November and on.
