I got the same newsletter. I don't know what to make of this
announcement. It could be that the site really was scheduled for an
update. They did change it last summer as well.
But then, there was another announcement in the newsletter about story
ideas. Now, most shows will NOT accept story ideas and scripts from their
fans. That's just the way the business works. But neither do they
encourage people to post story ideas to their forums. That, to me, is a
sign of either a very naive Webmaster who has put his job at risk, or of a
show that is ended and the Webmaster is just trying to encourage a fan
fiction community to develop without actually inviting the fans to post fan
fiction.
