This refers primarily but not exclusively to German Userguide.

I cannot comment on this one unfortunately. Mn, please feel free to open a bug report on www.lyx.org/trac about the quotes.

In this section 3.9.3 the usage of the "-sign differs from the rest of
the doc insofar as it is not enclosed in quotation marks.

It would be nice if there were some hints as to which languages usually
prescribe which style.
The first line of examples gives a wrong quotation mark after doppelt
(sic!: ”doppelt”)

The shortcut for creating a single quotation mark in LyX cannot be as
universal as the wording implies.
And it does not use the "-sign!
On Mac with German-keyboard-layout the given shortcut Opt-" gives a
correct closing-double quotation mark
\textquotedblleft{} (“) and LyX does not transform this in any way to
opening or closing single quotation marks.
Since the Shift is only implied this is also a bug imho, since in the
menus it says ^+"
So this would be more correct to read ideally Ctrl-Shift-2, or
Ctrl-Shift-", or ^- – but not Alt/Opt-something.

% IMHO, usage of quotation marks is inconsistent over all.
% Some times they are there, some times not.
% I would try to get rid of them in most cases.

However, in the attached file only clearly incorrect marks should have
been replaced.
When there were single q-marks that are on the same logical level as the
double-marks otherwise, those have been replaced.
Several wrong en-dashes have been replaced.
The constant usage of LyX' was redone to read LyX’.
Since the document already had some ligature breaks, 42 new ones are added.
Also, some of the worst offenders in margin violations should be attenuated.
For example, 6.5.6 causes some headaches still
