probably produced with LyX 2.2.0 or 2.2.1
I am probably missing something basic but I don't have a clue where to

I suspect the reason the insertion commands are disabled when the cursor
is in the paragraph with the drop-cap is that the developers of the
package didn't expect (and/or didn't want) you to try inserting a
drop-cap mid-paragraph.
As for starting a new paragraph, the new paragraph will default to the
Standard Environment. Switch it to the Initial environment using the
environment selection list, and the insertion commands will reappear.
