You stumbled about a bug in LyX. In ERT, it prevents you from input of characters that required conversion by LyX for LaTeX export (fine). Unfortunately, LyX is overly cautious here, e.g. with the "latex input encoding" (Document>Language>Encoding) set to utf8, there should be no restriction --- but I can only input latin1 characters, not the rest of Unicode.
