It should work on XP as I installed it now on many PCs. Your problems seem to be problems with the 
LaTeX-installation, so try out the following:

1. Uninstall MiKTeX completely
2. Check if you have installed Python, if yes, uninstall it when you don't need it, if you need it, 
actualize it to Python 2.5.x
3. uninstall all installed LyX-versions completely
4. reinstall LyX 1.5.1 using this installer:
   http://wiki.lyx.org/Windows/LyXWinInstaller
   If possible, open an Internet connection before you install.
5. if LyX is still not working, reinstall LyX using the same installer, because the uninstaller 
cleans up the registry a bit when old MiKTeX-installations left broken registry settings

Please report me if it still doesn't work.
